I think locking refunds after a certain achievement unlock is a decent way to address this unless devs are scummy and do it after one achievement. Though proper disclosures can fix that too.

This is something which will never have a solution that makes both players and devs happy. Someone always gets shafted.

Too easy to abuse. Would complicate even further without real gain. Refunds should not be controlled by the developers or publishers of the game.
I do think it’s easier to hold devs accountable than regular customers, just because of the stakes involved. Like it’s not totally trivial to get approved to sell on steam.
But I still think having appropriate customer service staffing levels for such a wildly profitable platform is not unreasonable.
