Knowing this administration, they probably sent the ships ice cream a month ago so that they could point to it later and say “see, the troops are fine. We’re not abusing or neglecting them.”

That’s actually classic narc/abuser behavior. Buy your kids some ice cream so that you can tell them how spoiled they are when they complain about you beating them or being emotionally unavailable.
