Kennedy after his assassination in 1963, and Ronald Reagan in 1985 and 1999 – the latter proposal receiving a debate in Congress at the time.[120] Barack Obama was asked about his own potential addition in 2008 and he joked that his ears were too large.[121]

In the defense of the incompleteness it’s more a side effect of original plans being scrapped due to rock strengthen. Basically it was originally going to be grander but those plans were largely scrapped due to rock strength and the original crews just kinda getting sick of working on it.
This has already been looked into, because he said he wanted to be on Mount Rushmore during his first term, and a bill was introduced last year to add him.
No matter how much he may want it, it’s not possible; there’s not enough rock left on the mountain, and what’s there is too fragile to support it.
