Representative government is inherently corrupt.
I had a radical idea to make government service like jury service. A core group of admin workers are full time, but people who implement policy decisions are pulled from the public based on expertise. You serve part time for six months and then go back to full time work.
This would still be open to the same kind of corruption. The drafted leaders could be bribed to vote a certain way. Direct democracy would be the most resistant form of government to eventual oligarchy. Another possibility could be that the citizens of a democratic society could be limited as to how much wealth they could own.
Direct democracy, the power of immediate recall and punishing corruption - like, stripping them of their wealth and jail time, while only being entitled to publicly-appointed defenders. Publicly-funded elections and ranked choice voting would go a long way, too. They’d also have to sacrifice or at least fully disclose any financial outside interests they have before and after getting elected.
I would actually be in favor of paying elected public servants more, if they’re forbidden from having conflicting outside financial interests.
