Maybe have a new rule for shorter games, like if its reasonable to complete the game normally in under 5 hours then the 2 hour window should be 1 hour or even 30 minutes. Idk how games are submitted but it should be an option at that time on how long the game is or a question about if its over or under x hours long so they know how to treat the game for this policy.

Im sorry if this sounds cold, because I agree with you, but I feel like it would take ALOT to ever get something like this off the ground let alone profitable enough to make sure it survives. It would take a massive injection of money by the biggest companies to create something that people would even look twice at sadly.
The closest thing to what you are proposing would be the failed OUYA console back in like 2013. It didnt invest in physical media, but it did want a store where indie developers can market exclusive games with the same hopes you had where it would get big enough to gain the attention of bigger companies. I invested in the kickstarter and had one, it was cool but needed a lot of work and fizzled out when it became clear that they were not going to make money off that model as there were not enough quality games being made to keep it afloat. On top of this the handful of really good games just ended up being ported to Steam, Switch, and even PS or Xbox which meant why bother at all buying it on OUYA. I think the biggest successful game that they had first was Towerfall.

Last game I can recall buying for PC and physical was Farcry. I never had to many either but the rest were all from the 90s like diablo, and command and conquer red alert. It all stopped when half life 2 dropped which was basically when steam became what it is now and that was 2004.
I agreed with you up until more expensive games, shittier graphics and performance. For the price of the console when it released it was a solid choice and was hard to buy a PC at the same price point that offered better performance. 6 years later and this holds true even more now than it did before. Steam box is apparently around the same performance with some things better and some things worse but at over $500 more for the one. Ps5 really holds its value for the price for what you get. I do wonder if that will hold true for the ps6 though (not holding my breath).
