You can say that to a lot of government in this world.
That’s the point. Pretty much all governments in the world (except some obviously failed states in Africa)¹ are functional, but their functions are not what you and I would like for them to do.
¹ USA, the state of Israel, the strte of Palestine, Russia and China are all functioning states by my definition.

You have to admit that the West is collapsing ahead of Asia. China will be also falling, of course.
Neither of which is challenging my comment but partly agrees with it.
Both the west and the east are on the road to collapse.
And (as you said) the true question is when, not if.
