Yes it’s still better than the vast majority of open world RPGs, even the new ones. It doesn’t feel like an old game.

It’s not perfect and the combat is mid, but the story and characters hold up as well as they ever did. Really good writing and voice acting. Great soundtrack, extremely detailed environments, deep lore. And the graphics were revamped a few years ago. It looks amazing with RT if your machine can take the performance hit.
