It very much is a distraction and Trump uses these threats to draw eyes away from other things he doesn’t want the world looking at.
But they are still very serious threats to make and they normalise this behaviour. We cannot forget that the Trump admin has attacked other nations after making threats like this (Venezuela, Iran, Cuba, etc) and slashed trade relations with many others.
