I think it would be better just to ban smart phones from kids. If they absolutely need to use social media, they have to do it on a desktop computer.
Of course it would be better but in such case the companies won’t get your valuable personal information so it wouldn’t pass. This law isn’t really meant to protect the kids but to steal your data. Smartphones are very bad for kids altogether
