Nuclear deterrence has nothing to do with nuclear reactors and everything to do with nuclear missiles in subs in the Atlantic.
Also, the reason they didn’t respond was likely to not reveal response capabilities. They were betting the Russians are just provoking us, and they were right it seems.
I’m not talking about nuclear reactors or research facilities. In case of the Netherlands the ‘nuclear site’ that was probed, was a military base known to house American nuclear weapons.
