I think he means that the other way around, he’s trying to remind everyone that France does have video game companies (Ubisoft for one), not that this is a new thing.
Yes actually, most people working in and around the French ministry of culture are extremely snobbish about any art form more recent than film.
I think he wanted to legitimise video games as on par with traditional media like movies and books. As in “are video games art?”
