    The slowness and the discussions are part of what makes it good. Sure, things take ages, but decisions kneaded by many hands are more likely to be sound than ones rashly pushed through by a few.

    Perhaps most important of all: a system where cases and decisions have to pass through multiple authorities makes life much harder for lobbyists and corruption.
